Emergency Response Plan

The alarm system is to be used to evacuate the building when certain hazards present themselves as detailed below.

As occupants of a University facility involved in research, we do need to think of the alarm system as a 'Building Evacuation Alarm' instead of its more common name 'Fire Alarm' as it is possible that we will need to evacuate the building for reasons other than fire.

Evacuation Procedures

If the Evacuation (Fire) Alarm sounds for more than 10 seconds, proceed as follows:
  1. Pull the first pull station alarm handle you see on your way out.
  2. Exit the building via the nearest exit. 
    • Do not use elevators.
    • Follow the direction of floor wardens if present.
    • Instructors are to ensure the evacuation of their class.
  3. Report to Emergency Response Personnel at the West Main entrance of the building. Provide the location and a description of the incident that prompted the alarm.
  4. Do not re-enter the building until the alarm bells are silenced.

If you suspect someone was not evacuated or you have any information on the incident that prompted the alarm, report to Emergency Response Personnel at the West Main entrance of the building

Though fire is the most common reason to initiate a building evacuation, it is not the only reason. Some of the more prevalent reasons are:
    • biohazards (release of a biologically hazardous material)
    • chemical hazards (dangerous chemical spill, dangerous gas releases)
    • radiation hazards (spill of a radioactive material, release a radioactive gas)
    • fire hazards (smell or see smoke or flames)

Medical Emergency:

If you come across a person in distress (faint, collapse, injured, cardiac or respiratory distress, etc).
  1. Call 911 (9-911 if calling from a campus phone) immediately, follow the directions they provide.
  2. If possible have a second person call 966 5273 for first aid assistance.
  3. Administer CPR or First aid if so trained and as appropriate.
  4. Stay with the person until Emergency Response Personnel arrives.

Security Emergency:

If you become aware of a security emergency (bomb threat, weapons or shooting threat, etc.)
  1. Call 911 immediately, follow the directions they provide.
  2. If possible have a second person call 966 5555.
  3. Do not pull the fire alarm.
  4. General guidelines in these situations include:
    • Stay in the nearest office or classroom.
    • Close and lock the room's door.
    • Seek cover away from any windows or doors.
    • Do not leave the room until directed to by attending Emergency Response Personnel.

Safety Volunteers

Floor wardens ensure that an assigned floor zone is fully evacuated.

On an evacuation alarm, Floor Wardens are to proceed as follows:
  1. Direct traffic down published fire routes to assigned exits.
  2. If an exit or corridor is blocked, direct evacuation traffic to the nearest clear exit merging with the stream of evacuees allotted to that exit.
  3. If a person who uses a wheelchair cannot easily be guided out of the building (through the main floor exit or the link to the Agriculture building on the second floor) 1 or 2 monitors should be assigned to stay with them until the Fire Department arrives to evacuate them. They should never be left to wait alone. If the situation dictates that they can not wait, or the person refuses to wait, the monitor(s) would assist them to evacuate the building (carrying if necessary)
  4. Ensure zone is evacuated.
    • Check large rooms (classrooms, computer labs, etc) in the assigned zone to ensure occupants have evacuated. Instruct any occupants found that the building is being evacuated and they are required to exit. Where possible adjust your route to address these rooms first.
    • Ensure that rooms inside of the outer rooms are checked as alarms are not as audible in these rooms.
    • In a zone that contains many smaller rooms (offices etc), time may not permit checking them all. For these rooms, knocking (banging) on doors while loudly stating "Fire Alarm, Please Evacuate" is acceptable.
    • Note the room and an approximate number of occupants in the case of non-compliance.
  5. Close any fire door that failed to automatically close due to failure or that was defeated by a door jam etc.
  6. Report any cases of non-compliance to Emergency Response Personnel at the West Main entrance of the building.

Door Guards are to ensure that the building is not re-entered by non-Emergency Response Personnel.

On an evacuation alarm, Door Guards are to proceed as follows:
  1. Report to their assigned exit.
  2. Position themselves in front of the exit a safe distance in front of the building.
  3. Ask evacuees leaving the building to clear past themselves.
  4. Instruct anyone attempting to re-enter the building that all re-entry is prohibited. Redirect them to the West Main entrance if they have need of assistance.
  5. Maintain the post until the alarm bells are silenced.
  6. Immediately report to Emergency Response Personnel at the West Main entrance any notices of people left in the building or cases of re-entry.
  7. Assign someone to cover the Door Guard role in your absence when making a report to attending Emergency Response Personnel. Preferably someone you know and trust.

Building Fire Warden and Assistant Fire Warden(s) are to assess the degree and location of the incident prompting the building evacuation and communicate their finding to attending Emergency Response Personnel.

On an evacuation alarm, Door Guards are to proceed as follows:
  1. Report to the West Main entrance.
  2. After arrival of the Assistant Warden, the Chief Warden, on direction from the buildings main alarm annunciator panel, and using extreme caution, enters the building and attempt to assess the size and location of the incident that prompted the Alarm.
  3. Assistant Warden to report route and destination of Chief Warden if he does not return from building check prior to the arrival of Emergency Response Personnel.
  4. Gather any reports from Occupants, Floor Wardens, and Door Guards, on the incident and any evacuation procedure none compliances.
  5. Report all information gathered to attending Emergency Response Personnel.
  6. Assist Emergency Response Personnel with building questions, best routes etc.
The building Fire Wardens are also responsible for the maintenance of the building Evacuation Procedures, including the following components:
  1. Maintaining the building evacuation procedures.
  2. Maintaining the building evacuation routes, floor zones and exits
  3. Maintaining a sufficient population of Floor Wardens and Door Guards to cover identified zones and exits.
  4. Keep Door Guards and Floor Wardens educated on roles and responsibilities.
  5. Keep building occupants informed of evacuation procedures and incident follow-ups as appropriate.
  6. Sit on local building safety committee. Provide its membership with reports and updates as appropriate.

Alarm System Tests

The building evacuation alarm system undergoes the following regular tests:

  1. Monthly sounding. The alarm bells and strobes are tested for proper operation for a period of not more than 10 seconds on the first Monday of each month. A building evacuation is not required on these tests.
  2. Yearly drill. A full evacuation drill is performed yearly at an undisclosed day and time. Building evacuation by all occupants is mandatory on these drills. Never dismiss an alarm as a drill.
